Provide an option to allow Idea portal users to delete their own ideas

One of our idea portal users asked to be able to delete her own idea. It'd be nice to have that as an available option per portal.

Goals filtered out when achieved

We have a growing list of goals from last year that were achieved we don't want to delete them but also don't want users accidentally selecting them. It doesn't seem logical you wouldn't filter them out of the drop down list.
