Add delivery risk check for missing initial estimate
We use the initial estimate field for early product planning. While the "No detailed estimate" field helps for our detailed planning stage, we want similar functionality that checks for missing initial estimates to support our earlier planning.

Ignore Zero estimate values when calculating the Best Estimate
Today, if the detailed estimate is 0 then the Initial estimate is ignored in the best estimate calculation. I would expect us to ignore null/zero detailed estimate values if the initial estimate is >=1 when calculating the best estimate.
