Ignore Zero estimate values when calculating the Best Estimate
Today, if the detailed estimate is 0 then the Initial estimate is ignored in the best estimate calculation.
I would expect us to ignore null/zero detailed estimate values if the initial estimate is >=1 when calculating the best estimate.

We really need this to be fixed. We consider the existing behavior to be a bug as it doesn't align with the product documentation and makes the Best estimate feature unusable. The Best estimate documentation states "Use initial estimate until a detailed estimate is available". However, if there is no detailed estimate it just defaults to zero and uses zero as the detailed estimate.
