Our ideas portal is private, and primarily used by customer-facing stakeholders including sales and support. Since an idea does include a vote because it in itself is an idea and therefore has to be requested or "voted" on by someone or some org in order to be submitted.... it seems that it would be logical to allow organization inclusion upon submission.
Our current workaround with this limitation is that we have to ask our stakeholders internally to add another step to their workflow when they are submitting an idea on behalf of a customer which is not ideal.
1) create idea and submit it
2) go back into idea and add proxy vote, add organization
Overwhelmingly our ideas are submitted on behalf of our customers, so this is more common than not for us.
Now it is easier for your colleagues to capture a proxy vote on a new idea!
If proxy voting is enabled in a portal, the "Add idea" form now has a button for "Add idea and proxy vote". This is the default button and will automatically open the proxy vote form to capture any customer details.
The button label can also be customized in portal terminology settings.

We have the same exact scenario and need.
We also have the exact same requirement. Without this we will have to put the burden on either the Customer Success teams as Shri as set out below, or we are going to have to create an additional custom list field that matches the organisations list and then ask the PMs to add the relevant 'organsitaions' as part of their workflow; either way, this is going to result in either party forgetting to take action and therefore missing crucial information. It would also be great to be able to see the additional organisations within an idea on the portal that have been added as a result of the proxy vote. This way all internal users can see who and how many organisations are linked to it.
We have the exact same use case. Customer support teams file the idea but forget to add a proxy vote. As a result, we have to constantly keep chasing them up to submit a proxy vote. Having the proxy voting be part of the submission step would eliminate the round trip with the filer.
