Remove +1 vote added on idea submission for submit-only portals

What is the challenge?

Our team has a process where we gather customer votes through a submit-only portal throughout the year, then at the end of the year we open up these questions for voting w/ a vote limit to our customers' designated voters.

Currently ideas submitted automatically add a vote for the submitter so they become a follower of the idea. Since I limit votes in the voting period, any submitted idea is automatically taking the vote of a voter. They vote across all ideas and do not always vote for their own ideas.

There is no need for the submitted user to be a voter on the idea. There is no need for them to become a follower on the idea until they vote on it during the voting period.

Also, submit only portals by default do not send notifications to the submitter, so them being a voter seems extraneous.

What is the impact?

Causes friction with idea submission process.

Do not log vote for the submitted by user with a submit-only portal. Or an option to not do this.
