Allow user to proxy vote upon Idea creation Merged

Currently, we have a custom field for "customer" on the Ideas form. This field pre-dates the proxy voting functionality. We have been trying to get rid of this custom field and move everyone to proxy vote, but one of the complaints we get is that you cannot add a proxy vote when creating the Idea, so those people will not go back in to add the customer.

This seems like something that should be able to be addressed by training, but it is not taking hold. If the proxy vote can be added upon creation that would be helpful.
