Currently in the Idea Form there is no way to have a field where we have pre-defined values and new ones could be added. (predefined tags with new values would work as well, that's not available either.) Would really appreciate to have one such field.

The intent of not allowing ideas portal users to add more options to a choice list is to give you the power to control the options. However, your use case does make sense.
We will continue to monitor this idea for community feedback and overall prioritization.
Wanted to add my voice to this as well, I'm in a similar situation as Dmitri. I want to use an idea portal as an entry point for Sales to submit things. The customer will likely not exist at this point (potential customer) but I still want them added to a drop down (the editable choice list) instead of using a free text form, mainly for reporting purposes.
I get your logic on not wanting portal users to add more options, but it would be nice if you gave us that choice. The alternative would be to let us use the Organizations field available in proxy voting on the idea form itself. Proxy Voting itself doesn't work in my situation because the 'idea' may not yet exist at all. The 'first person' who submits it, I need them to be able to add a customer name to the editable choice field. The second, third, and fourth person who want to do a proxy vote can use the organization field.
Hope that helps clarify. For what it's worth, this is a big issue for me.

I second this. it seems really limiting and arbitrary to make allowing Ideas portal users to only pick from a pre-defined list of tags, when the unique aspect of the tag fields (vs the pre-defined tags field) is SPECIFICALLY stated as allowing NEW choices to be added.
There are other field types that do NOT allow adding new and only select pre-defined choices. Why not make adding new choices an option?
It's greatly limiting to my Ideas form use case, as well (we want our Ideas users to be able to select one or more of our clients/prospects when they submit an Idea, but we have thousands of clients and an endlessly changing list of prospects so cannot manually manage that as a predefined list on the admin side).
