Idea via email add user as subscriber

When users submit ideas via email their submission comes in with 0 votes, 0 subscribers. They then do not get any email notifications of comments/updates etc.

This makes it so they have to submit, then go to the portal and vote on it to add themselves as a subscriber for the idea they originally submitted.
