Add followers to my idea

As an idea submitter, I want to add relevant stakeholders as followers of my idea so that they can add necessary comments from their perspective.

Today, there is not a way to proactively notify users in our private portal when a new idea is posted that they may wish to vote for or add context to. After submitting an idea, there should be a way to either @/tag users so that they can see an idea, or add them as followers. This prevents needing to share an Ideas link in Slack, which is what some internal users are doing today to circulate ideas.
