Allow Idea Edits via Ideas Portal Setting

We have two portals, one is customer-facing and the other is internal. I'd like to be able to set the internal portal to allow all users in that portal to edit all ideas and custom fields. This would allow them to refine requests when they are adding proxy votes for customers.
