Allow headers on custom layouts

What is the challenge?

Some objects have many fields, and while tabs helps with this somewhat it would still be valuable to subdivide a tab with headers and group fields together.

What is the impact?

The longer form layouts can feel daunting for someone entering details on create or managing a record long term. The fields can feel sporadically aligned even if we try to group with intention.

Describe your idea

Ability to add a header and group of fields within the custom layout. The header would have a title (similar to tabs) and then ability to drop fields within this (again similar to tabs).
