Enhance Portal Idea filtering

A customer has requested more extensive filtering capabilities when looking at Idea within a portal. They would like to be able to exclude Ideas in multiple groups, e.g. both "Delivered" and "Not under consideration" concurrently.

Also exclude "Is a defect" and "Solution already exists"... For that matter, it would suffice to have the option to include multiple desired choices and exclude others.
