'Save as' is currently Disabled for 'View only' Reports

We have a folder of 'View only' permission reports that we want contributors to be able to use as templates to 'Save as' and personalize for their private usage. Currently, the 'Save As' menu option is disabled if the report isn't 'View and edit'. We don't want to provide 'View and edit' as users will quickly modify the master report before they perform the 'Save as' action and mess up the report template. Contributors should be able to copy reports they can view using the 'Save as' functionality without requiring edit rights on the original report.
