As a report using team member, I would like to have saved filter views on reports where the data/columns would be saved but the filter selections would be named and saved with the report so that multiple people working on the same report can easily save views relevant for different use cases.
For any given report, allow different users to save filter views where:
* the data and columns would be the same across filter views
* the filters can be different across filter views
* the related master and additional filter views would be listed in the report and each filter view for easy navigation

While it is not yet possible to lock data/column sets, it is possible to lock report filters (see attached).
Locked filters cannot be changed or removed unless they are unlocked. The filter can only be unlocked by users who are product owners or contributors that have view and edit permissions on the report, which are defined in the report details.
To lock a filter on a saved report:
Create a new report or choose an existing report where you have view and edit permissions.
Add a filter by clicking the filter icon.
Right-click on the filter to lock and unlock.
Save the report. Now, when this report is shared, the filter will be locked.
For this use case, the locked filters might serve as the base filter set along with the pre-defined data columns. When your users make a copy of the report, everything would be unlocked (since it would be their personal copy), but all of the base data would be there.
