Allow a Contributor or Product Owner to add Reviewers and Viewers Only

We would like to have a user role that is allowed to add "free" users to their product/Offerings and allow only the Main Admin to manage the paid licenses. This will take the overhead of one person managing all the users adds across a large organization

This is now possible for customers in the Enterprise+ plan by using paid seat groups. When a paid seat group has been added to your account, product owners will only be allowed to add new reviewers and viewers to their products. If you wish to give certain product owners access to continue adding paid users, you can now make them group owners and allow them to add paid users to their groups.
