Product Owners to only manage unlicensed roles

My company has a Enterprise+ account, and currently have the Restrict User Management option active, limiting user role management to only Billing Admins and Paid Seat Group Owners. While this helps us protect licenses, it does cause a lot of administrative work to manage non-licensed roles. It would be great if there was a way to allow product owners to assign users to non-licensed roles on their products, while still preventing assignment of licensed roles.
