Different vote limit or reporting filters for ideas based on account type (free, low-touch, enterprise)

Given that we have a freemium tier, we would like some way to give paying users more weight in voting decisions.

One way would be to give them more votes to "spend" based on being a paying account and perhaps even more if a major account.

Another way would be to keep the per-user count limit the same but make it easy in reporting to filter by account type when looking at vote counts.
