Tags being an entity in Reports

I'd like to replicate the Tags view in the Account settings Tags view i.e. I want to be able to create a list report based on Tags as the primary data item, not just as an attribute of others things. This is because tags are a common connection between otherwise unconnected entities e.g. epics and ideas - until an idea becomes a feature, the only commonality is tags, but you cannot report on it.
