Allow Attachements to be from a URL

Currently it seems when using the Attach Files link on an item that i only have the ability to browse my local drive and OneDrive. My use case is simple but i'm sure its broader than i'm about to position it. I have built a few mockups that are relevant for more than one feature. I would like to be able to create a mockup or attach a design guide in one feature and reference it as an attachment in other features. If i had the ability to enter a URL for an attachment i could have multiple features reference the same file and be sure that editing it once would have the benefit of being reflected in all locations the file is attached. 

I believe this is similar but not exctly the same as the Google Drive request at https://big.ideas.aha.io/ideas/APP-I-5229
