Better "merge ideas" search

What is the challenge?

When trying to deduplicate a large list of ideas, it's really hard to find the exact idea you want to merge another on into—the search functionality on the "Merge into another idea" modal only matches the *exact* string you're searching

What is the impact?

Improving the search functionality when trying to merge ideas would prevent users from needing to have an extra tab open that they use to find the idea they want to merge into.

Describe your idea

Update the search functionality of the Merge Idea modal to 1) match the global search functionality (which uses fuzzy matching and matches against theme and topic) and 2) indicate whether the idea has already been merged into another idea.
