Send notification to assigned approval groups

When an approval to-do is created ad-hoc, notifications are sent to any individuals assigned but they are not sent to individuals who are part of the approval group that has been assigned. It would be helpful for those individuals to receive notifications as well so that they know they have to-dos to approve.
