Allow users to select approver when generating approvals

What is the challenge?

When an approval is generated, whenever there is a list of approvers, all of those approvers get assigned. It's confusing to people that get many many requests, only some of which need to be reviewed by then.

When an approval is generated, the user gets an option to assign the approval to select user(s), or the entire approval list. Reduces approvals noise and increases accountability for review.
