Allow approval groups to fully approve and close a manual approval to-do

What is the challenge?

Approval groups can be added to a manually created approval to-do. When they provide the approval, it is noted on the to-do, but is not sufficient to close the to-do and mark it as complete.

What is the impact?

The to-do owner must still check off the to-do to mark it as complete, which lessens the value of having those approval groups because it requires more manual effort.

Consider the approval from the approval group to be sufficient to close a manually created approval to-do so that no other action is necessary after their approval.
