Allow making the description required for ideas

Only having the 'one sentence summary' is too arbitrary and creates additional communication to understand the issue at hand.  It should not be that difficult for the submitted to convey why they are entering the record and also would help to understand the business justification documented.  It also expedites understanding other potential impacted domains.

I would love to see this! We have a board we use internally and it's critical that our colleagues are addressing the specific values of their ideas. It helps gives us a better sense for the need and it streamlines the process by reducing the potential time to implement (because we don't have to track them down for more details).
