Two Layer of Admin Access Merged

We would like to see two layers of admin access. Meaning one level as it currently is. And another layer added underneath for your specific portfolio. That would ultimately clean up the custom fields area, by limiting this new admin level to only be able to see their custom fields for their specified portfolio.
