Show inherited competitors and personas even when no competitors or personas exist on the product

I think the new feature of having competitors/personas inherited from product lines is a great addition. However, these are only visible if you have a competitor setup at the product level. Otherwise, you get the blanket 'add a competitor' screen. The screenshot attached is what is shown at the product level when you have competitors defined at the product line level but not at the product level.
