Control who gets shipped releases notifications

We do not want everyone to get shipped release notifications. For example, if we have dozens of Reviewers and Viewers, they do not need these notifications. It is particularly challenging when first setting up Aha! and workflows as it can confuse folks.

    When a release is shipped the email that is generated will now be sent only to watchers of the release and the product that contains it. The email will also be sent to the user who shipped the release so that it can be easily forwarded to a wider audience. This differs from other notifications which are not sent to the user who triggered the notification.
