Set assignee when creating a new feature Merged

Almost all of the features we create have an assignee. It would be great to be able to set the assignee when creating the feature instead of having to reopen the feature once created to add this.

Really this should be the case for every aspect of the feature (assignee, status, watchers, tags). It doesn't make sense that some of feature items can be edited upon creation and others cannot.
