Ability to enter quarter dates for Internal date field

We currently have the ability to provide a quarter date to the external date field but not the internal date field. Having the ability to show a quarter date in both fields will help show on our roadmaps that we still need a committed date. With the current configuration, we are forced to enter a specific internal date which often, people assume is a committed date. If they saw a quarter instead, I believe this would get people asking more questions about this release rather than making assumptions about the release. Questions will help bring up work that is still needs to be done while assumptions will lead to work being missed.
