Allow existing ideas to be retrospectively included in time trigger automations

What is the challenge?

With the release of the new time automation (A-I-11713), only ideas that are created or updated to a certain status after the automation rule is enabled will trigger the automation.

For example, I created a rule that ideas in a status after X number of days should send an email to the idea assignee. However, if an idea was already in that status, once the time limit was met, the automaton wouldn't run because the idea was already in that status at the time the automation was created.

What is the impact?

Existing ideas prior the automation still have to be handled manually, so there's no benefit to having the automation help manage existing ideas that have aged in a given status.
