Add Progress as Standard Requirement field/calculation

Add Progress field/calculation where user can select/configure whether it is based on Requirement To-Dos Complete or Estimated Hours/Actual Hours.

We utilize Requirements to group tasks needed to complete a step of Product On-boarding, and we currently do not use effort estimation as a standard. However, there is no Progress field for Requirements, or even the ability to create a custom field that would do the calculation.
