Time bound idea votes

The ability to give customers a set number of votes that they can use each quarter or year.

Using the functionality where votes can be configured such that users can apply multiple votes to a single idea or across multiple ideas. For example, customer gets 10 votes a quarter. They can use a maximum of 5 votes on a single idea. They may vote as follows:

Idea 1 - 4 votes

Idea 2 -2 votes

Idea 3 - 1 votes

Idea 4 - 3 votes

The customer would get 10 new votes the following quarter.
