Limit the amount of votes per week

Something we have found within our internal idea portal is users will submit an idea and then send out email blasts to get others to vote on their idea. Our thought was if their vote was more valuable and they only had 5 votes or so per week the votes would mean more and we would be able to better see what is actually important to our users.
