Notebooks: Flag notebooks that don't have passwords set

We will always set passwords for our notebooks and it's too easy to publish one without a password. Further, we then have to always open up the gear icon to double check. A visual flag would be perfect to manage this.

For us, it'd be even better if we could force people to set passwords as a default.
