Remove instruction pop ups (green speach bubbles) that is not allowed by the current user.

Create a new user and make them reviewer.

Login to AHA with new user goto:

AHA.Features.Board -  reviewer is instructed to pull features into Parking lot (green speech bubble) , but he can not as it is not allowed for a reviewer.

It confuses the user since s/he can not drag a feature from board to parking lot. I think this issues is dashboard wide.
