Add a new role in Aha that CANNOT create or view reports and roadmaps

This will be useful for a product organization that would like to provide access to teams outside of products but do NOT want those non-product users to create or view reports or roadmaps. Currently, there is no role that prevents users from creating/viewing reports or roadmaps.

The product organization would benefit from this because it will ensure that the non-product users won't create roadmaps and potentially share externally. This is extremely beneficial if the product team has a strict policy on sharing roadmaps externally and has designated people who can share roadmaps externally.

How it should work: It would be listed as another role Admins can select when adding users and will have less privileges than the "Viewer" role listed here: https://support.aha.io/hc/en-us/articles/202000977-Aha-user-permissions#h_baec7086-6974-4730-9646-0ca83fa6dacc
