Persist filters in reports dashboard

Currently the filters on the reports dashboard reset themselves each time you visit the page or change folders, which is very frustrating when you are trying to clean up old reports.

These filters should be persisted indefinitely for each user as we do for other reports etc. in Aha! so that it's easier to manage the saved views and reports.
