How should it work?

Given a workspace used specifically to triage idea submissions, we have all of the navigation / tabs hidden except for Ideas. However moving from one workspace that does not have a given tab hidden, and changing to the Ideas workspace, brings the user to a section of the workspace that is ultimately hidden.

E.g. As a user, if I am on workspace: W1 in the "Notebook" tab, which is configured to be visible for W1, and I switch to the workspace:Ideas, which only has Ideas tab visible, then the fact that I was on Notebook should not persist through to a workspace that has that tab hidden and should simply open the workspaces' default view of the first visible tab based on the new "Defaults Views" configuration logic.
