What impact would it make?

This would allow workspace Owners to more effectively request workspace-wide role changes for their users.

How should it work?

From the Workspace Settings > User screen, there should be an export option. The export should provide the same information that a Billing Admin can get from the Account Settings > Billing > Users screen export, except the workspace version should only include the roles users have for the given workspace.
