Ability for workspace owners to specify who can action work requests

Our organization has enabled the "Enhanced security" setting for work requests to constrain which workspace owners/contributors can action work requests.

However this requires a billing administrator to create and assign a custom role to the appropriate individuals. This doesn't scale well within large enterprises when each user needs this role applied to a different combination of workspaces.

It would be great if workspace owners could apply this custom role to the appropriate users within their workspace.
