Creating a workspace should make the user an Owner

Who would benefit?

Users who create a new workspace, admins

What impact would it make?

It would allow the user who created a workspace to immediately start working in & configuring the workspace. At present, when a user creates a new workspace in a line they don't have Owner permissions on, they are given the role they have in that line for the new workspace. This results in billing admins needing to update the user's role for the workspace they just created.

How should it work?

When a user creates a workspace, they should immediately have an Owner role for the workspace (unless they are an Owner for a parent line).
