Show all users in users page in workspace settings

Owners are not able to view and manage the access of all workspaces that fall under the line from the parent line level - they are only seeing access to the line itself, not the workspaces underneath it.

This issue arises from users page in workspace settings only displaying users who have access to this level (excluding the kind of access that gained automatically) and higher-level parent line.

We don't plan to give other users(BU reps/paid seat group owner) access to billing page in account settings, but they can't find all users in users page in workspaces settings due to it displaying partial users in that page.
