Add Chart Capabilities to Features and Epics

Currently, at the initiative level there is a built in function to map initiatives on a value/cost basis. This allows users to drag and drop initiatives on a chart to easily visualize their effort/benefit. We'd like to be able to do this at both capability and feature level
