Ability for Contributors to Add free seats only

We want to allow contributors to be able to add users as 'free seats' in the Menu: Info > Users. Use Case: A contributor clicks on 'User' button to select either A) an existing user or B) add a new user 'email' as a free seat

    One of the intended differences between workspace owners and contributors is that workspace owners are responsible for the security of the information in the workspace, including the users who have access to this information. This is why only workspace owners can provide access to a workspace (including viewer or reviewer access).

    Given this and other priorities, we are unlikely to make any changes in this area. We hope you understand.
