Allow Product value scorecard and custom scorecards to be read-only on Prioritization view

What is the challenge?

Currently, it is not possible to make the Product value scorecard or a custom scorecards read-only on the Prioritization view.

What is the impact?

This prevents you from being able to lock-in a scorecard because even if you make it read-only in the record layout it can still be updated from the Prioritization view.

Describe your idea

If the scorecard is set to read-only freeze the Product value scorecard bars in the Prioritization view, and for Custom scorecards do not allow user to open the scorecard and just let them hover over the scorecard value to see the scorecard metrics (like how it works in the record layout).
