Restrict who can provision paid seats

We tend to keep a few extra paid licenses available to assign out as new employees come on or new products are added to Aha.  The issue we have is that there is no way to control who can assign out paid contributor licenses.  Product Owners can provision those seats and use up the licenses when they're not authorized to do so.

I'd like to request that there be an option to limit allocation of paid seats to only those who have the Billing access (or another more centralized access).
