Speed up the Saved Views dialog

The Saved Views dialog (as opened by SHIFT-V or from the Views dropdown) takes a significant (but quite consistent) amount of time to load, resulting in quite a jarring experience.

Just counting to myself, it's typically about 2 seconds before the dialog has loaded and able to be interacted with.

A big chunk of this (550-800ms on average, bearing in mind this is accessed from NZ so add 200ms for the round trip to there) is requests to a view.js resource, and the rest seems to be animation and setting up the dialog.

The impact of this partly just the workflow interruption of the delays, but it's also 'uncomfortable' to use - I use this dialog quite a bit, and I often experience wondering if I hit the right key combination to load the dialog.
