Report dashboard: Open report in new tab by default or provide a user-configurable setting to open in new tab

When I open a report from the Report Dashboard, I I would like to the option to open a report in a new tab rather than in the current tab.

Add Scroll bar to Features Board view

When displaying features in Board view there is no vertical scroll bar, and if there are a lot of cards (i.e. in Parking lot) it's impossible to find out where you are in this list.
