Allow portal users to react to existing comments

The idea here is to be able to react directly to a comment, thus creating some kind of thread. The goal is to provide better insight on a context explained by a portal user, react to an answer, like/vote for a comment especially relevant, etc.

Lock down Category

It will be useful to lock down selected Categories.Eg. Users to Vote only on Category 1 (approved by admin) but not able to create ideas under this Category. Users can create/vote on new ideas under Category 2.

As an Aha idea portal admin, I would like the ability to make the first two fields into custom fields so all products under a product line can inherit from one idea portal format(consistency)
