Allow setting of default values in scorecards

When configuring scorecards, it would be useful to be able to set a default value for a metric within the given range.  For example if a metric range runs from -10 to 10 (some metric may have a positive or negative impact on our product), it appears to default to -10 currently, which can result in a negative score for an idea which has not yet been reviewed.

Ideally we could set the default value in that case to 0 which would let the starting score for an idea remain at 0.

    Agree - we have -5, -2, -1, 0, 1, 2, 5 and we want the default value to be 0, not -5

    Absolutely agree with Ryan's comment below. This makes it hard to know whether or not something has been scored.

    When looking at reports, it is more difficult to determine which ideas have had the scorecards evaluated on, when they don't all start at zero.

Many score cards include negative values, so all unevaluated ideas end up having a negative score until they are addressed. It would be awesome if you could set a field's range from -3 to 3, but have the default value of that field be 0.

In the instance of e.g. a -10 to 10 range, the default is automatically the lowest value in the range. Providing an option to override this would allow use to e.g. set "0" as the default in the scenario above.
